On November 25, 2019 at approximately 5:28 pm, Wisconsin State Patrol Troopers responded to a minor property damage crash in the parking lot of the Speedway gas station in the City of Osseo.
Upon their arrival at the scene, Troopers found that one of the drivers had left the scene and had
gone to the parking lot of the nearby McDonalds restaurant. A Trooper made contact with this driver who was identified as Petschen. The Trooper noticed that Petschen emanated a strong odor of intoxicants . Petschen was asked to perform field sobriety tests and the ones he agreed to do showed clues of impairment. Petschen was arrested for OWI 5th offense. A warrant was obtained for an evidentiary blood test and a blood draw was subsequently obtained at the hospital in Osseo.
Petschen was then incarcerated at the Trempealeau County Jail for OWI 5th. He is also being
charged with possession of open intoxicants in a motor vehicle. Osseo PD is handling the crash
investigation and all other charges related to it.
